Quorum - Minimum votes to pass a proposal
About 5% of members need to vote for a proposal voted to be vaild. There are roughly 240 approved members. So 12 votes must take place currently on a vote to pass. This will increase every 50 new members or so . Because Reddit doesn't give exact numbers of approved members, the exact figure may be a bit off (scrolling through approved people). But mods can recount from time to time if new approved members are being added to reach at least 5% of the sub voting for the vote to be valid.
